On April 3, 2025, the Ministry of Natural Resources issued the first batch of tungsten ore (tungsten trioxide content 65%) mining total control index of 58,000 tons in 2025, which is 4,000 tons less than the first batch of 2024, a decrease of 6.45%. Among them, Heilongjiang, Zhejiang, Anhui, and Hubei have not allocated indicators, and Jiangxi, Guangdong, Guangxi, Yunnan, Gansu, and Xinjiang have lowered their allocation indicators to varying degrees.
Notice of the Ministry of Natural Resources on Issuing Total Control Index of Tungsten Mining in 2025 (First Batch)
Natural Resources Departments of Inner Mongolia Autonomous Region, Heilongjiang Province, Zhejiang Province, Anhui Province, Fujian Province, Jiangxi Province, Henan Province, Hubei Province, Hunan Province, Guangdong Province, Guangxi Zhuang Autonomous Region, Yunnan Province, Shaanxi Province, Gansu Province, and Xinjiang Uygur Autonomous Region:
In order to protect and rationally develop advantageous mineral resources, in accordance with the relevant provisions on the management of protective mining of specific minerals, the following matters regarding the first batch of tungsten mining total control indicators in 2025 are hereby notified.
1. The total mining control index for the first batch of tungsten ore (tungsten trioxide content 65%, the same below) in 2025 is 58,000 tons. For specific allocation, see the attachment.
2. The total mining control index for tungsten ore no longer distinguishes between main mining index and comprehensive utilization index. For mines registered for mining licenses with other minerals and co-existing tungsten ore as the main minerals, if the tungsten resources are large or medium, the total mining control index will continue to be issued, and the allocation will be tilted. For mines with small co-existing tungsten resources, no total mining control index will be issued, and the mining enterprises will report the tungsten ore production to the provincial natural resources authorities where they are located.
3. The total mining control index for tungsten ore will be allocated to mining enterprises by the provincial natural resources authorities. The provincial natural resources authorities should establish an index allocation and dynamic adjustment mechanism, and strengthen the management of the indicators of the province and autonomous region according to the actual production situation of the mining enterprises, so that the use of indicators is more in line with the actual mining of the mines. The quota shall not be allocated to mining enterprises whose tungsten prospecting rights and mining licenses have expired; the quota shall not be allocated to mines whose mining licenses are valid but have stopped production, and the quota shall be allocated when production is resumed.
4. The provincial natural resources authorities shall organize the municipal and county natural resources authorities where the mines are located to sign a total mining quota implementation responsibility letter with the mining enterprises, clarify the rights, obligations and liability for breach of contract, and strictly prohibit over-quota and no-quota production. A certain proportion of spot checks shall be conducted on the implementation of the quotas and the comprehensive utilization of co-existing minerals, and the concealment and omission of production shall be corrected.
5. The provincial natural resources authorities shall complete the decomposition and allocation of the total tungsten mining control quota within 10 working days after the issuance of this notice, and report the decomposition to the Ministry's Mining Rights Management Department before April 30, 2025.
6. The provincial natural resources authorities shall accurately count the actual output of mining enterprises (including small co-existing tungsten mines for which the quotas have not been issued), and report the production situation in the first five months to the Ministry's Mining Rights Management Department before June 20, 2025.
